Requirements for card recipients
Requirements set for the International Scholar Identity Card (ISIC), Estonian scholar identity card, International Student Identity Card (ISIC), Estonian student identity card, International Teacher Identity Card (ITIC), International Youth Travel Card (IYTC), External student card, Staff card, Permission card, Guest lecturer visitor card and Visitor card recipients
(a) Requirements set for the ISIC scholar identity card, Estonian scholar identity card, ISIC student identity card, Estonian student identity card and ITIC teacher identity card recipients are based on card issuance regulations accepted by the council of EÜL on 5/12/1998 and revised in the following amendments:
a.“The procedure for issuing Estonian scholar identity cards and ISIC scholar identity cards” in the amendment of 17/6/2007;
b.“The procedure for issuing Estonian student identity cards and ISIC student identity cards” in the amendment of 16/5/2010; and
c.“The procedure of issuing ITIC teacher cards” in the amendment of 1/9/2011.
(b) The Card applicant shall be responsible for the correctness of the submitted data; upon receipt of the Card the person delivering the Card must check the recipient’s right to receive the Card, the correctness of the data recorded on the Card, and identify the person’s identity on the basis of an identification document (ID card, passport, driver’s licence).
(c) If the applicant or the issuer ignores the below-mentioned requirements for card recipients, or the obligations set out in clause (b), EÜL has the right to demand a penal fine of 640 euros for every violation.
The ISIC scholar and Estonian scholar identity card are available to: a person of at least 6 years of age acquiring general or vocational education who is entitled to a scholar identity card according to paragraph 3, Article 30 of the Basic Schools and Upper Secondary Schools Act (RT I 1993, 63, 892), and paragraph 6, Article 14 of the Vocational Education Institutions Act (RT I 1998, 64/65, 1007).
The ISIC student identity card and Estonian student identity card are available to: a person acquiring higher education in the Republic of Estonia who is entitled to a student identity card according to clause 11, paragraph 1, Article 42 of the University Act (RT I 1995, 12, 119) and clause 9, paragraph 1, Article 24 of the Applied Higher Education Institution Act (RT I 1998, 61, 980).
The Estonian student identity card and ISIC student identity card are available for application to:
· full- and part-time students;
· distance-learning students;
· students on academic leave; and
· students at the Open University who are following a confirmed bachelor’s, applied higher education or master’s curriculum.
The ITIC teacher identity card is available to: a person of at least 18 years of age doing pedagogical work in an educational institution or a welfare institution who has an education permit, and whose estimated workload in a school year is at least 20 hours per week. The required pedagogical workload may also include the time it takes to prepare for lessons, correct the students’ work, etc. Educators on parental leave have the right to apply for ITIC teacher identity cards. The head of an educational institution has the right to apply for an ITIC teacher identity card. The head of an educational institution shall evaluate the pedagogical workload.
The IYTC youth card is available to: persons between 12 and 30 (inclusive) years of age.
External student cards are available to: persons taking up studies partially, temporarily, or in any other way, who are not entitled to an ISIC student identity card or an Estonian student identity card.
Staff cards are available to: persons designated by an educational institution.
Permission cards are available to: persons designated by an educational institution.
Guest lecturer visitor cards are available to: persons designated by an educational institution.
Visitor cards are available to: persons designated by an educational institution.
